What If Work Helped People Recover Instead of Deplete?
House of Nine-Thirteen helps organizations build employee capacity through the intentional design of workplace conditions. Guided by the Capacity by Design™ Framework, we partner with leaders to transform workplace systems, environments, and practices into opportunities for restoration, resilience, and sustainable performance.
Our
Philosophy
At House of Nine-Thirteen, we believe employee capacity is not restored only after work. It is continuously built or depleted throughout the workday. Every interaction, environment, expectation, and workplace condition shapes an employee's ability to think clearly, adapt effectively, and perform at their best.
For too long, organizations have focused on helping employees recover after work. We believe restoration should be part of the workday itself. When workplaces are intentionally designed to support restoration, employees have greater opportunity to build and sustain the capacity they need to perform, adapt, and thrive.
The Capacity by Design™
Framework
Every workplace is intentionally or unintentionally shaping employee capacity. The Capacity by Design™ Framework helps organizations identify the workplace conditions influencing capacity, implement restorative strategies, and create systems that support sustainable performance over time.

Why We Created House of Nine-Thirteen
Because supporting employees begins with transforming the workplace conditions that shape their capacity.
After years of working with educators, organizational leaders, and employees across diverse workplace settings, one pattern became impossible to ignore. Organizations invested heavily in supporting employee well being, yet many of the workplace conditions contributing to stress, fatigue, and reduced capacity remained unchanged.
House of Nine-Thirteen was created from a simple belief: if workplace conditions influence employee capacity, then organizations have an opportunity to intentionally design those conditions to better support the people within them. Our work brings together psychology, organizational strategy, and workplace restoration to help leaders create environments where people can build and sustain the capacity they need to thrive.

Behind The Vision
Dr. Shamira Webb is the founder of House of Nine-Thirteen and the creator of the Capacity by Design™ Framework. With more than 25 years of experience spanning education, organizational leadership, and workplace well-being, combined with a Ph.D. in Psychology, she brings a unique perspective that bridges practical leadership experience with an understanding of the psychological principles that shape how people think, perform, adapt, and respond within workplace environments.
Rather than viewing workplace challenges from the outside, Dr. Webb's work is informed by years of leading, supporting, and working alongside employees and organizational leaders. This combination of firsthand experience and psychological insight enables her to identify the workplace conditions that influence employee capacity and develop practical strategies that create meaningful, lasting organizational change.
This perspective led to the development of the Capacity by Design™ Framework, a strategic approach to workplace restoration that helps organizations intentionally design workplace conditions where employees can build and sustain the capacity they need to perform, adapt, and thrive.
A Reputation Built on Results

Dr. Shamira has a way of walking into a space and immediately identifying what others overlook. She helped us understand how our environment was actually impacting our team’s focus and daily experience in ways we had never considered. Her recommendations were clear, practical, and completely shifted how we think about our space.
Millie A.
What stood out most was her ability to connect the environment to performance. We had been trying to solve issues through programs and processes, but she helped us see that the space itself was part of the problem. After implementing her recommendations, we saw noticeable improvements in engagement and overall flow within our team.
M. Nguyen
Dr. Shamira brings a unique combination of psychological insight and real-world experience. She doesn’t approach spaces from a design perspective, she understands how people actually function within them. Her ability to translate what’s happening in an environment into actionable next steps made this work incredibly valuable for our organization.
